A Vancouver provincial court judge ruled Wednesday that applying the Harper government’s mandatory minimum sentence law of one year in prison to a small-time drug dealer constitutes “cruel and unusual punishment” and declared it to be “of no force and effect” in B.C.

VANCOUVER - British Columbia is behind schedule on Premier Christy Clark's much-ballyhooed liquefied natural gas plans, says one industry expert.

The Liberal government released the first details in this week's budget about how it will cash in on the LNG boom, but Zoher Meratla says the province is already lagging.

"It is way behind schedule," Meratla, a B.C.-based expert in the LNG industry, said in an interview Wednesday. "I don't see why it has taken so long."

The technique of horizontal drilling has doubled or even tripled the percentage of crude oil that industry now extracts from formerly uneconomic basins in Western Canada.

Of about 3,000 oil wells planted in Alberta in 2012, 77 per cent were horizontal wells that blasted tight rocks with multi-stage hydraulic fracturing to coax out hydrocarbons, according to the Alberta Energy Regulator.

Over the first eight months of last year, regulators licensed nearly 6,000 horizontal wells in western Canada in total or nearly 72 per cent of all wells.

OTTAWA - Patrick Brazeau has gone from the upper chamber to helping run a strip club.

The suspended senator, who faces criminal charges over the Senate expense scandal, is now working at an Ottawa strip joint.

Brazeau was spotted inside the Barefax Gentlemen's Club on Tuesday, but he declined to speak to reporters camped outside the establishment.

A man who answered the phone at the Barefax earlier in the day confirmed Brazeau now works there.

A second man who identified himself as the brother of one of the owners says he wants to speak to Brazeau before making any comment.

Earlier this month, the RCMP charged Brazeau and former senator Mac Harb with one count each of fraud and breach of trust in relation to their travel and living expense claims.

Budget 2014 contains some new information about how the province intends to pay for all of the ponies B.C. children have been promised from LNG riches. Alas, there is not much there -- a three page text box that mostly restates the hype on LNG -- and from what has been revealed it looks a whole lot like the "competitiveness" of the industry (read: low taxes, few regulations) will trump achieving lasting benefits for British Columbians.

Support for Prime Minister Stephen Harper’s government is dropping sharply, according to a new poll showing a majority of Canadians believe the country is headed in the wrong direction.

The Nanos Research poll also shows 56 per cent of people rate the government’s 2013 performance as “somewhat poor” or “very poor,” a far higher share than the poll had found in earlier years. In particular, 44 per cent of respondents in the Prairies said the government’s 2013 performance was “very poor,” signalling unrest in the Harper Conservatives’ backyard.
